Citing numerous studies, the representative of Bataan expressed concern that the use of e-cigarettes does not encourage smoking. José Enrique Garcia III introduced House Bill 8671, an e-cigarette restriction bill, aimed at prohibiting the import, manufacture, use, sale or distribution of electronic cigarettes. Under the bill, all forms of advertising and promotion of electronic cigarettes will be banned.
Violators of the proposed law could be punished with a fine ranging from 500 to 000 million pesos or even up to six years imprisonment.
